[Chore-1089] Filing types: decouple from matter types (ADR-100 app catch-up)

Why this matters

The building is done. The scaffolding is still up.

Filing types were decoupled from matter types in Story-1081. Four translation strings never got the memo.

Parity break — one locale updated, the other stays phantom.

The fix — Decouple the feature. Then remove its ghost strings from both locales in one commit.
