Mirror the flat Atlas contract in app — prayers[] + approximate value

The wire + UI types went flat

• atlas-types.ts — MatterFrameProposal dropped its refined{} envelope. It now carries coreDispute, proceedingType, prayers: string[], and a flat value: { currency, amountMinor } | null. The ValueBasis union and reliefSought/valueAtStake.basis are deleted. understanding/summary stay (UI-derived from proposal_description).
• atlas-rail.ts — the broker wire shape collapsed to one flat WireTurn (the AtlasFrameOutput fields live directly on the turn payload). proposalFromWire is a flat pass-through: it returns null until Atlas authors a proposal_description, then maps the flat fields straight across — filtering null/blank prayers and pairing value_currency + value_amount_minor.

The editable draft + its controls

• matter-frame-draft-store.ts — EditableRelief is gone; the frame holds prayers: string[]. EditableValue dropped basis. The persisted store bumped to version: 2 with a migrate that flattens an old relief{…} draft into prayers and strips value.basis — so a stale localStorage draft never reads a missing field (HR-23).
• editable-matter-frame.tsx — the structured principal/interest/costs/ancillary grid became a single EditableChips for prayers (add 1..n, remove each). The value row lost the basis pen-select; it is now currency + amount only. The EditableFrameLabels shrank to match.
• to-editable-matter-frame.ts + the editable-review-substrate.tsx label map were rewritten to the flat shape (the VALUE_BASES option list and basisOptions prop are removed).

Read-only review + i18n

• step5-review-form.tsx — the read paths moved from refined?.x to flat proposal.x. Prayers now render as a bulleted list inside the shared ReviewFieldCard; ValueAtStakeCard renders amount only (no basis pill). The superseded relief-sought-card.tsx (a principal/interest/costs grid) and its story were deleted — no other importers.
• i18n — reliefSoughtLabel → prayersLabel ("Prayers" / "प्रार्थनाएँ"). The now-unused reliefPrincipal/reliefInterest/reliefCosts/reliefAncillary, valueBasisLabel, and the valueBasis{} map were removed from both messages/en.json and messages/hi.json.

• Live staging end-to-end needs the sibling broker flatten (pramaan-functions #1361) deployed too — this PR ships + verifies the app layer (types compile, render correct, Storybook). app layer verified

Verification

• pnpm exec tsc --noEmit clean against the flat types.
• pnpm lint 0 errors (3 pre-existing add-matter warnings, untouched files).
• pnpm test 533 passed — including the rewritten atlas-rail.test.ts asserting the flat prayers + value mapping.
• pnpm build passed.
• git diff --check clean.
• Storybook: AddMatter/Step5/EditableMatterFrame and Step5ReviewForm render the prayers chips + amount-only value against flat fixtures.
