Forums create/archive scenarios are authored, bound, and parked
This story adds the next forums proving slice without pretending the Atlas page-operation path is shipped. The scenarios are living documentation now; they are excluded from the green Playwright suite.

What changed
tests/e2e/features/forums-create-archive.feature
captures create and archive in business language and tags the
feature @pending.
tests/steps/playwright-bdd-wiring.steps.ts binds
every new sentence. If someone forces the pending slice to run,
the stubs mark it fixme instead of producing false evidence.
playwright.config.ts applies
grepInvert: /@pending/ to the BDD project, so the
pending scenarios never execute in the required green suite.
Archive Boundary
The documented archive path is the existing forum update mutation:
useAppUpdateForum({ availability: "archived" }).
The feature deliberately says archive, restore, and not deleted; it
does not describe a delete operation.
Verification Commands

The list command is the proof that the green BDD project sees only non-pending tests after tag inversion.
