Team now has an entry in the Matter Action Rail

The existing Matter Action Rail now includes a Team icon above Counsel's notes. Clicking it opens the shell-owned right drawer and lights the Team icon while the drawer is open.

RailIconStrip reuses RailIconButton and Lucide Users.
MatterShellChrome owns teamOpen, passes activeId="team" while open, and reuses BaseSheet.

Unit coverage asserts Team is above Counsel's notes and shell close clears the active icon.
